Good Morning Homeland Security! Flights delayed after Laguardia Airport bomb scare

The central terminal at LaGuardia Airport in New York was evacuated on the morning of August 1, 2009, due to an intoxicated man claiming he had a bomb in his bag. Passengers were evacuated from the terminal and off the planes on the runway. The incident, which occurred around 5:30 a.m., caused all flights to be halted and at 9:00 a.m. it was unclear if the suspension had been lifted.

The NYPD inspected the bag and found what appeared to be a homemade fake-bomb.

How does a nut job get into an airport like this? The guy was described as "intoxicated" or "emotionally disturbed" and he had a bag full of wires and batteries?
